Can't use private messaging.

When ever I click on send new message I am told that I do not have permission to access the page. Also, when I go to other members accounts, I do not have the option to send the member a private message, just an email. What can be done to correct this.

No member is allowed to use the private message system until they have made at least 5 posts.
