It's not trivial or simple to get "Certiorari" and the Supreme Court might just say, NO!.
It is rare for the Supreme Court to immediately take jurisdiction without having the hearing in a lower court.
It is rare for the Supreme Court to overturn a law passed by both houses of congress simply because the president says it is "immoral" ... There must be grounds for such a case to proceed.
A Bully Pulpit is simply that, nothing more. In this case it would make no difference.

Moi, the problem is simple, the countries where these guys came from don't want them back, other countries that take prisoners don't want them, the states that have federal prisons don't want them, so their they sit at Git-mo.
I guess we could load them up in a C-130, tie weights around their waists and drop them out the back of the plane at 10,000 ft.
So until there is a solution to where will these prisoners go, they remain at Git-mo and the base stays open.
I do see a problem with your thought process, you expect a democratic president to solve a republican problem and then get pissed when it does not happen, remember who put them there in the first place and then point your finger at the true problem.
