According to Alton Brown on "Good Eats," it happened in New York. Irish immigrants moved into neighborhoods occupied by Jews and Jewish butchers. In Ireland festive meals would feature mutton, which was not widely available in New York. Jewish butchers didn't carry pork, which would be the second choice in Ireland so, for St Paddy's Day, the Irish settled on corned beef, widely available from the butchers there. In Ireland it is not that popular. Cabbage has been the favorite vegetable of the poor all over the world.
As an aside, those who like corned beef should try curing your own, You can make a vastly better product than standard commercial corned. It takes about 15 minutes prep, and about a week sitting in the fridge. All you have to do is turn it every day or two. If anyone wants, let me know and I will give you the recipe.
