Ethanol (normal "drinking alcohol") is impossible to distil so that all the water is removed. It is hygroscopic - attracts water. It needs special treatment (I seem to remember distilling over potassium metal) to remove the final traces.
Ethanol is used to block the metabolism of methyl alcohol/wood alcohol which causes blindness, death and other undesirable effects.
So if you were injected with this dehydrated alcohol, then there would be some effect presumably because of the strength of the chemical.
Do not confuse dehydrated with denatured. Denatured alcohol is the old methylated spirits, or alternatively surgical spirit possibly.
