“In closing, I’d like to point out that castration is an emotional issue, much like capital punishment, and most people inherently opposed to the death penalty will also be opposed to castration of prisoners. That is quite understandable, but this proposal is based on many years of scientific research and it will work, and it will save the State a great deal of money and will also foster a safer, more civilized society for the vast majority of all citizens.” I ended my power point presentation and offered to answer any questions.

“What you propose is absolutely barbaric!” A sloppily dressed older lady was quick to protest. She was the biggest pain in my ass. She’d burned her bra back in ’69 during a sit-in at Berkeley protesting something or another, and now her tits were down to about her cunt. She’d attended four different California colleges for over eight years on her daddy’s money but never graduated. She married money, then divorced it and moved to Eastern Washington. Her current push was to reform the ‘barbaric’ system that sent children to prison, and to achieve that goal she’d wrangled a position on the Prison Advisory Council. “It is positively inhuman to forcibly neuter men, not to mention boys.” Her plan for dealing with eighteen and nineteen year old rapists and murderers was to bake them a plate of her special brownies and give them a stern lecture, and if they did re-offend, she wanted special facilities just for them.

“First of all, no one will be forcibly castrated. It is strictly voluntary and will only be offered to people that have already been sentenced to Life or Life Without Parole. Secondly, while there may very well be eighteen and nineteen year old participants, juveniles are specifically excluded. Until they turn eighteen they are not subject to sentencing as adults.”

“Still, many eighteen years olds are still virtually children,” she pressed. “To deny them the opportunity ascend to manhood and marry and reproduce is reprehensible.” I could have nailed her ass to the floor by pointing out that her ‘virtual children’ had already raped, maimed, or murdered repeatedly or they wouldn’t be in prison in the first place, and that their ‘ass-ending’ and subsequent ‘marriage’ would be with Big Bubba, but instead I fed a little bit of her logic right back at her.

“Do you know what currently happens to what you call children in prison, Ma’am? The only reproductive acts in prison are inflicted on weaker prisoners by older, stronger men and most of your so called children don’t enjoy the experience.” I didn’t bother telling her that I intentionally pair up the younger prisoners with cons like Big Bubba, and most will gladly surrender their balls after a few weeks if offered their freedom.

“But still,” she pressed, “there are such things as human rights.”

“That’s why it’s voluntary,” I answered patiently. “The link between violent behavior and testosterone is clear. That’s why nearly all of the violent crimes are committed by men. Remove the testosterone and males become more placid and docile. Farmers and ranchers have known this for centuries, as did the colonial slave owners.” I was on a roll now and didn’t pause long enough for her to start bitching again.

“The offer will be made to these men and the choice will be theirs: Spend the rest of your life in prison or submit to castration and be released. This offer is not made to every felon, of course, just those that meet the profiles of men least likely to re-offend. For that reason they must also complete a trade school or higher education program that ensures that they will be employable after their release. This training will only be started after they agree to participate in the program, and they will not be castrated until they have completed their training, thus giving them ample opportunity to change their minds.

“Another thing,” I wanted this out in the open before the bitch or one of the other doubters brought it up. “I don’t believe in eugenics or the creation of a so-called master race, but removing these people from the gene pool also has merit. The Higgins Study clearly proves that violent behavior is inherited, and denying violent felons the opportunity to pass on their genes is important in protecting future societies.”

“Then why not simply perform vasectomies and insist on chemical castration as part of their parole.” The dense bitch still didn’t get the picture.

“Vasectomies are reversible,” I answered, “and chemical castration is not only an ongoing expense, but can also be reversed. An alternative to life in prison is not intended to be reversible or negotiable at some future time. Questions from anyone else?” In other words, shut the fuck up, bitch, and let someone else talk.

“Just how will the castrations be performed?” One of the other board members asked. I had anticipated this question, so I was ready with a good answer.

“That will be left up to the surgeon, and it will be his decision to go in through the scrotum or through the lingual canal, but at any rate the testes will be physically removed. About the only thing certain will be that the patient will be thoroughly sedated or anesthetized. This procedure is not punishment and should not be regarded as such, and everything will be done to minimize any operative or post-operative pain.” I intentionally left out any reference to any pre-op procedures, as I had every intention of making sure that a few of the rapists would never ever forget their castration. My plan for their pre-op includes a piece of cord and two bricks.

“How would the program be implemented?” Another intelligent question.

“We would start with about fifty of the younger prisoners, the ones that are least dominant and most likely to suffer abuse within the prison system.” I hoped that the bitch didn’t pick up on the fact that I had just targeted her so-called ‘children’. “These would be studied very carefully for five years. A few newly sentenced prisoners of all ages would also be introduced, and if the results are satisfactory the program could be extended to existing convicts of all ages. Within ten years we should see a twenty-eight percent reduction in prison population, and a savings to the system of over thirty-eight thousand dollars a year per convict. Any other questions?”

“Thank you very much Dr. Reeves,” the chairman of the Prisons Advisory Council spoke up. “I think we have all of the information we need to make a decision on your proposal. We’ll be in touch with you after our closed-door meeting.” The members rose, and I couldn’t help but notice that most of the men were visibly excited by my proposal and were concealing erections with strategically placed hands or attaché cases. They outnumber the bitch and will out easily sway the vote, and I’ll show my appreciation by allowing them to participate in the pre-op procedures and offer them front row seats for the first round of castrations.
